2024 Rutherford County Continuum of Care With Timeline and Deadlines (TN-510)

The US Department of Housing and Urban Development (HUD) has released its 2024 Continuum of Care Notice of Funding Opportunity (CoC NOFO), which is a nation-wide competition for funding to support certain homelessness-related housing, services and other related resources. Cities and localized regions across the country form collaborative “Continuum of Care” bodies to facilitate coordinated applications for this funding. Rutherford County Tennessee have one such CoC body, in the form of Rutherford Thrives. United Way of South Central Tennessee has been designated as this CoC’s “Collaborative Applicant” for the purposes of directly coordinating the application submission process. One major change from last year is that HUD now reserves the right to award FY 2025 funding based on the 2024 NOFO, i.e., it is likely that our CoC’s collaborative application this year will determine two years of funding instead of just one.

HUD’s 2024 CoC NOFO includes deadlines for submitting a collaborative application package as well as other procedural deadlines required to carry out the collaborative process prior to the final submission deadline.The Rutherford Thrives (TN-510) will seek to meet or exceed HUD’s required deadlines in order to carry out an open and fair application process. The 2024 timeline will therefore include local deadlines that may occur before HUD’s required deadlines. Applicants seeking inclusion in the 2024 Rutherford Thrives CoC Collaborative Application will be required to meet the local process timelines and deadlines.

    This committee works to support new members, facilitate networking events, conduct community advocacy events, educate the public about issues pertaining to homelessness, and promote community collaboration

  • Consumer Council

    The Consumer Council is composed of individuals with lived expertise of homelessness and allies. The goal of this Council is to ensure those with lived expertise have a collective voice and visibility within the CoC.

  • General Membership

    Board Chair, Regina Harvey

    General Membership is a monthly convening of cross-sector partners who work together to address the needs of those experiencing homelessness. From housing providers to healthcare, school systems to criminal justice, partners across the community come together to stay informed and plug into efforts to address community wide needs.

  • HMIS/CE Committee

    The Homeless Management Information Systems (HMIS) and the Coordinated Entry (CE) committee is composed of agencies which utilize HMIS for data management and participate in the CE referral system. The Committee monitors data quality, policies and procedures, and prioritization.

    This committee works on strategic goals within the CoC to meet the needs of the homeless population and subpopulations, conducts gaps analysis, consults with municipalities, and coordinates required CoC HUD trainings and additional training opportunities.

    This meeting is a collection of cross-sector stakeholders providing housing and services to people experiencing homelessness. This group gathers to share and collaborate around direct services offered in Rutherford County. Meetings open to anyone who would like to learn more about the resources available to those experiencing and at-risk of homelessness in Rutherford County.
